May 22, 2023 - Empower User's Group (EUG) Workshop 2023 Results

Encore is pleased to share the successful results of last week’s EUG held in Destin, FL! Attendance for both the Empower training and workshop were very strong. Over seventy-five (75) people attended either the Empower User/Admin Training or the Empower Advanced Configuration Training. Over one hundred and fifty (150) participants attended the workshop representing over fifty unique organizations to set a new attendance record!

Between the government and industry, there were fifteen unique presentations including a keynote presentation by Kim Herrington of L3Harris sharing his Post DoD Perspectives. The Open Forum - "Customer Feedback" session also generated a host of interesting new ideas directly from Encore customers which helps the team prioritize future software enhancements.

Key government presentations included: 1) DCMA’s Status of DECM Tests and DCMA EVM(S) Initiatives, 2) NASA’s Update on the Use of Empower (Enterprise use of Empower, NASA Central Repository and their IPMDAR Rollout), 3) Missile Defense Agency's Application of Empower, 4) the NRO’s Integration of Earned Value Management with Agile Methods in Empower, 5) DOE’s Update on their Journey for Improved Data Collection (DOE JSON), Metric Analysis, and Lessons Learned, 6) Idaho National Laboratory’s Real Time Program Reviews Using Empower and 7) the Savannah River Site’s Journey to Empower.

Key industry presentations included: 1) Lockheed Martin Aeronautics’ Use of New Empower Features, 2) Rolls Royce’s IPMDAR Implementation including Actions and Lessons Learned, 3) Pratt & Whitney’s EV Transformation, and 4) Engaging PMs and CAMs in the Use of Empower by Robert Jennings.

This year’s winner of the Empower Customer Innovation Award was the NRO for their contributions to the Schedule Execution Metrics and integration of Agile methodology with Empower.

The agenda also included sessions from tool partners Barbecana, Dassian, forProject, Midnite Dynamics, ProjStream, Steelray and WebEvm. Attendees had the opportunity to visit tool partner tabletops during break sessions and learn what is new in the PM software space.

Nightly networking events were very well attended and provided attendees a casual atmosphere were industry and government users were able to meet and discuss a range of topics. Although our beach dinner was rained out this year, we made up for it with a beautiful sunset beach cocktail party the following night to end the event on a high note!

November 3, 2022 - Empower in the DOE’s September 2022 Project Management Newsletter

Empower was featured in the U.S. Department of Energy’s September 2022 Project Management newsletter! Empower is the organizational standard for Project Analytics at DOE. All projects that receive Earned Value data are loaded along with the associated project schedule in DOE's centralized database.

A few highlights from the article: "Empower provides Federal Project Directors (FPDs) and project team members with a wide variety of charts and graphs to help visualize project performance...Empower seamlessly integrates the EV data contained in the contractor’s monthly contractor project performance...The PARS/Empower user can analyze the project’s performance using standard dashboards, charts and reports or customize reports as desired. September 25, 2022 - Encore Announces Empower Customer Innovation Awards at EUG III

Encore Analytics recognizes the Defense Acquisition University, the Department of Energy and Lockheed Martin Aeronautics with the Empower Customer Innovation Award. This award recognizes customers that have utilized Empower’s open architecture to integrate with other program management tools or extend Empower’s functionality in unique ways. August 26, 2022 - Empower Users’ Group (EUG) Workshop 2022 Results

After two COVID-19 delays, the EUG III was finally conducted August 22-25, 2022 in Destin, FL!

Sixty-five people attended training between the Empower User/Admin Training and the Advanced Configuration Training.

Attendance at the EUG was strong, exceeding one hundred and thirty participants from over fifty-five unique organizations to set a new attendance record. Between the government and industry, there were twenty-three unique presentations. Key government presentations included Schedule Execution Metrics (SEM) and IPMDAR Validation by the National Reconnaissance Office (NRO), DOE PARS and Empower Improvements by the U.S. Department of Energy (DOE), Using Empower for EVM Surveillance at NASA - National Aeronautics and Space Administration, Status of DECM Tests and DCMA Earned Value Initiatives by Defense Contract Management Agency (DCMA), and Understanding and Working with the EVM Central Repository by OSD/ADA IPM Division. Key industry presentations included Empower Rollout at Lockheed Martin Aero, Enhancing Program Analysis and Maximizing User Adoption by L3Harris Technologies, Implementing Empower for Focused EVM Analysis by CONSOLIDATED NUCLEAR SECURITY, LLC, and Surveillance of an Earned Value Management System by Humphreys & Associates, Inc. There was also a lively IPMDAR panel discussion with representatives from Raytheon Technologies, Boeing, OSD ADA IPM, NASA, Defense Acquisition University and the NRO.

Nightly networking events were very well attended and provided attendees a casual atmosphere where industry and government users were able to meet and discuss a range of topics. The weather was a bit challenging, but luckily held off both nights … well almost. The beach dinner was cut a bit short as the storm rolled in.

The Open Feedback Session with Encore customers to prioritize future software enhancements generated a host of interesting new ideas. We’ve already started work on some of the requested features and will show them at the 2022 EVM Practitioners' Forum October 26th & 27th in Arlington, VA. We hope to see you there!

May 21st, 2014 - Empower 3.0 Released

Empower 3.0 is a major release that provides significant new capabilties for cost and schedule analysis. Database enhancements allow primary values to be stored exactly, eliminating rounding errors. At the same time, data storage has been completely uncoupled from data display, so that (for example) dollars can be stored to the penny, but displayed in thousands. New sort window options allow the full precision to be displayed on demand, regardless of scale. The display scale and default precision can be set for seprately for each unit, on a contract by contract basis. Dialog boxes now display only the structures and units relevant to the selected contract.

In addition, Empower 3.0 includes a number of new capabilities, including:

  • Sum button row
  • User EAC input dialog
  • User EAC narrative input, report, and templates
  • Enhanced C/S Variance Trends chart

January 3rd, 2014 - Empower 2.5 Released

Empower 2.5 provides major enhancements in the areas of schedule analytics and integrated cost/schedule analysis. Empower now allows for viewing of schedule data at all levels of the WBS, filtering for project critical path, generation of an extended set of schedule data quality indicators (DQI), display of a host of schedule analysis trend charts (BEI, CEI, Float & Schedule DQI metrics), and the ability to filter and sort WBS elements based upon true schedule performance. Empower 2.5 also includes over twenty-five other enhancements that were incrementally released to customers since May 2013 including:

Encore Analytics is pleased to announce it was awarded a contract to supply the Department of Defense (DoD) Progress Assessment and Root Cause Analysis (PARCA) organization with analytical software tools to review and analyze data from the DoD Central Repository (CR). The contract includes implementation and training services.

May 16, 2013 - Empower 2.0 Released

The release of Empower 2.0 at EVM World on May 29th marks the end of Empower's reliance on Deltek's wInsight Administrator® for data maintenance. We loved the positive feedback we received regarding Empower's advanced analytic interface, but heard "loud-and-clear" the market's desire for a single vendor for software support, maintenance and upgrades.

Empower 2.0 includes complete functionality for data maintenance, including:

  • Import of Electronic Data Interchange (EDI) files
  • Recalculation of the contracts
  • Export of EDI files
  • Generation of the Cost Performance Report (CPR) and Integrated Program Management Report (IPMR) outputs
  • User maintenance (security)
  • Manual data entry

The EDI file import/export functions support the new DoD UN/CEFACT EDI IPMR, as well as ANSI X12 839, wInsight XML, and wInsight backup (.WSA) files. Empower provides easy migration of wInsight data, user profiles, views, filters, and custom reports for a seamless move to the new environment.

In addition to building a complete administrator module, we have also added over a dozen enhancements to the Empower analytical interface, including cross contract filters, data validity checks for the new time-phased data on IPM Format 3, text-only grids for 508c accessibility, and a number of new charts.
